99 COMPLETION OF CONTRACT Notice of Community Meeting Access Road Alternatives for the Proposed New Municipal Solid Waste Landfill and Resource Recovery Park The County of Kaua'i Department of Public Works (County), Solid Waste Division, will host a community meeting on the island of Kaua'i to present the preliminary findings of a feasibility study conducted to evaluate potential access roads for the proposed New Municipal Solid Waste Landfill (MSWLF) and Resource Recovery Park (RRP), which are being evaluated in a State of Hawai'i Environmental Impact Statement (EIS). The goal of the meeting is to present the preliminary traffic and engineering findings for the potential access routes, and to obtain public comments and concerns regarding the potential access route alternatives. As a result of the initial public scoping and outreach conducted to date as part of the EIS process, the choice of access routes has emerged as an important consideration for the public, due to potential impacts such as traffic, safety, and nuisance concerns. Therefore, a Traffic and Roadways Engineering Feasibility Study (TREFS) is being conducted to analyze several feasible access route alternatives. For each potential access route, the Draft TREFS report analyzes traffic impacts, required engineering site improvements and related costs, and provides a preliminary assessment of potential social impacts. A thirty-day comment period is being provided for the public to provide concerns that should be considered for the Final TREFS report. The TREFS is intended to promote public input, assist in the County's decision-making process, and provide a rational basis for selecting the proposed access route. The proposed access route will be further analyzed in the overall project EIS.
